The obvious solution is to explain to your line manager you need a new
printer.  Explain how much time you're taking to clear paper jams,
multiply this by your charge-out rate and compare against the cost of a
similar printer.

Whether you have an ENV=(PCL-envfile) on the spoolfile,
or not (then you get the device's default PCLELITE, PCLLP,
or whats configured in your NPCONFIG file),
that PCL layout is the first data records in the spoolfile.

By passing that data with FCOPY SUBSET, will replace that
PCL layout with the newone belongs to the device your copying
to (which, I suspect in your case, is not the same one).

Just a guess here:
You could try a File equation with the correct PCL file.

FILE NEWLP;DEV=___;ENV={correct PCL file}
FCOPY FROM=Onnnn.OUT.HPSPOOL;TO=*NEWLP;SUBSET=nnnn;CCTL
