Just out of curiosity, nobody has mentioned changing the TZTAB file to reflect the new rules. What applications use these rules to determine the time? How should the lines be changed?

I assume that the 5th and 8th lines will need to be changed to reflect that line 8 is only valid to 2004 and line 5 is valid until 2005, and that new lines will need to be added to cover the period from now until 2038 (or maybe just until the end of the current president's term of office :-).
