Subject: Telnet from HP3000 to Oracle server

What needs to be in place to enable the capability of telnetting from an HP3000 server to an Oracle server and get a login prompt?

When I telnet, open IP# I get "Unable to connect to remote host".

Perhaps something in ARPA?
