I saw a posting (probably yours) dated 1995 suggesting this would be a
very sensible MPE enhancement.

I have already found an nbspool solution which I am going to leave with
our operation team to implement.

For Direct IP printers, we can reconfigure the HP and NBSPOOL so that
only spoolfiles files at a priority of "14" (a special priority not
available to programs directly) will be sent to the printers. When a
spoolfile is closed (by an application etc) then NBSPOOL will
automatically take care of altering them so that they are SPSAVED and
will also increase the outpri to 14. At that point the MPE spooler
will forward the spoolfiles directly to the printers.

Normal service is resumed !

I asked that question many years ago and ended up rewriting all the file
equations in my job. What I couldn't catch I ended up mitigating with a
job that ran every 5 minutes.
