There is actually two questions...

1) Who is the "other" mi user?  I did an MPEX list MIXL.PUB.SYS,access and there were no other
accessors?
   Ususally this is caused by Beechglen's ESP, which I stop before streaming SCOPEJOB.  That
normally fixes my problem.  But that is not the case here.

2) What does the "Will not check process times are not > PROCETIME" Mean?
