Sounds like you're missing the fact that NS/VT is not the same protocol
as Telnet.  In other words, you could Telnet to the NS/VT port
(1537/1536), but it still wouldn't work.

The answer to your question is YES! Ask the customer to change his MPE
system, by configuring and starting the Telnet server.
