Using QCTerm/Reflection problem

Hi,

I'm having trouble connecting to an MPE system.  A colleague can connect
with reflections but if he uses "telnet" form a command prompt on Windows
he gets the same error I do -

Connecting To 191.2.2.4...Could not open a connection to host on port 23 :
Connect failed

using QCTerm I get

<TELNET Connect Error: [10061] Connection refused>

It looks like I just can't get to that machine but I can ping it.

Any reason why my colleague can connect with Reflection but not with
telnet?  I've not used Reflection but as far as I know it's just an
implementation of the telnet protocol so I don't understand how it can work
where telnet from Windows doesn't.
