Do this fit the facts?

France and Germany were contracted to build dual purpose chemical plants
(Chemical plants which could be theoretically converted to poison gas
factoies).  The money for this was looted from the Oil for Food program.
The UN officials were bribed to look the other way so this could be done.
As long as the contracts for the chemical plants were funded, France
and Germany were opposed to changing the Iraq situation.  As long as the
bribe money was coming in, the UN officials were willing to let the
situation continue.

As far as the Al-Queda connection, I have not heard much on that, but
it would not surprise me.
