Allison means that John Kerry who voted against the first Gulf War,
which had UN approval, and in favor of this one we are in now which
did not, except he did not vote for this one, but he really did.
Well, what he really did was vote both for and against this one.
This is what Allison means by 'steady leadership'.
Kerry has already said he would have went to war with Iraq, even
knowing what he knows now.
I don't know how Kerry will win the war on terror, if I don't know
whether he would wage a war on terror or not, or even if he admits
terror exists and what he thinks it is.
