I seem to recall that process-handling (PH) capability is needed for the command intrinsic, although a quick check against http://docs.hp.com/mpeix/onlinedocs/32650-90905/32650-90905.html under the "command" intrinsic page states:

     "... RUN and other process creation commands are allowed if you, or the program calling COMMAND, have process handling (PH) capability. Command files and the implied RUN are not allowed."

so I would imagine removing PH from EDITOR.PUB.SYS would go a long way towards your goal -- the user would be prevented from running "some other shell" [sh.hpbin, ci.pub.sys, or mpex], which in turn would allow "anything".  About all the user could do would be to build or purge files and issue file equates (oh, and rename I suppose...) which is generally accepted behaviour (and in the case of "file edtlist;dev=..." it's downright mandatory...)
