Do you always power cycle the routers in the same order? Has the 'freeze'
ever released before all of the routers were recycled?
If sounds like you lose a few blocks of data after the power cycle, how
much if any memory is in the routers? It almost sounds like
a handshake problem, each side waiting for the other to give the go
signal.

These are just a guess, but maybe it might trigger a memory from someone
else.
