You might be thinking of DTCCNTRL.  Take a look in any recent System
Software Maintenance Manual under section 6.1 to see some examples.

What's that command that starts with "D" when
you really, Really, REALLY want to give your
network card a kick in the pants.

I never seem to find that command in the Commands
manual.  But I've seen it in some of the other
esoteric manuals.  Whatever launches it also
starts at boot up, one sees the results just
before the system opens up to log in.

"DCCCONTROL [START|STOP]" seems to ring a bell, but
I'm not sure of the spelling.
