I don't think TUNE can do that --- automatically.

However, you can make a queues overlap another, so instead of this:

tune cq=152,200,32,128,,100
tune dq=202,238,1000,1000,,1000
tune eq=240,253,1000,2000,,2000

You might have this:

tune cq=152,253,32,128,,100
tune dq=202,238,1000,1000,,1000
tune eq=240,253,1000,2000,,2000

The problem is, just about everyone eventually falls to the bottom of the CQ which could be a serious problem, so you might want to add:

tune cq=152,253,32,128,OSCILLATE,100
tune dq=202,238,1000,1000,,1000
tune eq=240,253,1000,2000,,2000

This is probably the best "TUNE" can do under the circumstances.  

The new [LISTJOBQ|NEWJOBQ|PURGEJOBQ] parameters may help but I never delved into them.

Various 3rd Party programs may also help, for example:  Lund's Q-Xcelerator can be tweaked to be a Q-DEcelerator also.
