You are thinking of a product called KLA Express which would allow
you to do this sort of thing. The TUNE command will not do what you are
asking.
Currently TECKNICAL , IIRC, is the vendor for the current
incarnation of this product.

[HP3000-L] Tune command
I'm a bit rusty with the TUNE command but can anybody give me some advice
on
the following:
We are a heavy POWERHOUSE user and occasionally get users caught in some
sort of 'loop' whilst in a QUICK screen. We are usually notified by other
users that the system is slow and have to use GLANCE to identify the
offending user and either put them is the DS queue or log them off
altogether. I remember changing TUNE parameters at a previous site to
automatically put the offending user/process in the DS queue and avoid
bottlenecks. However, this was many years ago and I have forgotten how I
had
configured the queues.
