I finally got this to work by changing the COBOL code
to create a true, variable record file.  For those who
want to know, you must use the RECORD clause of the FD
(RECORD IS VARYING FROM n TO n DEPENDING ON var), and
then you must set var to the actual length of the
record prior to each write.  Tedious, but is works,
and that's the only criteria that matters.
