In all likelihood it is not that particular VA7100 firmware version that may
be your inhibitor.
You never mentioned the version of MPE/iX OS nor whether you had the latest
version
of firmware on your SCSI-FC Fabric Router (part A5814A#003).
Make sure you are running a version of MPE that supports the VA7100. Without
it, your
ODE will see it but MPE/iX won't play with it.
Here is a helpful link that show which version of MPE supports which HP
