I've never seen this coolstart warmstart stuff in a sysstart file, does it
really work?  When would only "warmstart" be executed, on a START RECOVERY
vs. START NORECOVERY?

Have they ever fixed SYSSTART so you can add the NSCONTROL and NETCONTROL
commands direct to the file, instead of needing to stream a job?  We are on
7.0
