Unable to load program to be run. (CIERR 625)

MyProg uses 'switchlogon' - hello.pe.vesoft uses procedure exits, but I
can't understand why this will not run. This program was moved from another
system. I am assured that both systems are on the same release of MPE, and
both systems are using the same release of Security/3000

Anyone seen this before
