I don't think that is a bug, it is fairly well documented.
The XM needs to be contigous.
Sorry if I mislead you. That being said, not having enough contigous space in the system volume space can hurt performance.

If you have insufficient free space on the master for the volume set, and I believe this is insufficient contiguous free space, you will get an error message of -1 when you try to
make the changes take effect.
The fix is to run a CONTIGVOL on the master for the volume set and get sufficient contiguous free space, then try again.
