There are two scripts on Jazz which may help you.  See
  http://jazz.external.hp.com/src/scripts/
and look for "Jobs logged on since?" and Paul's "Limit number of logons"
CI scripts. These might not do exactly what you wish, but they should
at least serve as a good framework.
