But I've seen that error before.
I placed my IMAGE3K into my local group which has PM capability.
IMAGE3K has a dependancy of libsocket.sl.

I just had to put my IMAGE3K into a group without PM.

Knowing you didn't do the foolish things I did, you used the
Eloquence install script (ELOQINST.PUB.SYS) that created the ELOQ
account, which is non-PM, (right?).

The error says the FILE BEING LOADED (/usr/lib/libsocket.sl)
IS LESS PRIVILEGED THAN THE PREVIOUS (which must be IMAGE3K)
FILE IN THE BINDING SEQUENCE.

(or IMAGE3K is in the same group as a quiz XL)

You could try to put a copy of libsocket.sl into the same group
as IMAGE3K, then alter the XL attribute in IMAGE3K
        :COPY /usr/lib/libsocket.sl  /ACCT/XLGROUP/libsocket.sl
        :LINKEDIT "ALTXL IMAGE3K;XL=./libsocket.sl"
