Well, you can always look the message up in the Error Messages manual.
 Some of them have helpful explanations; most, like this one, don't:

The EXPLAIN command used to be helpful here, but on my 6.0 system it
only has help for TRANSACT and itself.  It's an old CM program, so I
suspect it is no longer supported.
