Cause you're too smart.  Unfortunately, most of the state is already
dreaming about how they'll spend the million they're certain to win.  In
the first day, the citizens of Tennessee threw away $10 million and that's
with a generous consideration of some meager winnings of the few lucky
winners.  That's a lot of air fills.
