You are right in that Saddam played the diplomacy game well.
He only straightened up when serious attention was given to him.
He knew the UN was composed of disparate members, each with their
own agenda.  So all he had to do was keep changing focus to appeal
to enough members to keep the UN off balance and nothing would be
done.
