I finally found the problem. A dataset was being locked where I didn't 

expect it. Putting in an ACCEPT statement and doing a DBUTIL

show locks showed me the problem. Thanks to all who responded.

Perhaps a lock has already been issued against another file (Not the

database).  Issuing a 'dblock' when an 'flock' has already been issued

is

NOT allowed, unless the program has 'MR' capability.
