The methods that government will go to inorder to fund some projects.

In real life, my community had a proposal that was put forth to evaluate a business who would lease police cars to commuities for the sum of $1.00 (as i recall) per year provided that the business could sell advertising on the cars.  The purposal was shelved when the city attorney indicated that the city would not have any control over the ads on the cars.
