Tom, the very point of all this is that 'they (the company)' are the ones
who define 'what skills they need'.  There is absolutely nothing illegal
about a company defining a job right down to the exact lines of source code
that must be know or previously worked on.  This is how a company can
legally skirt the intent of the H1B law.  So, no there really isn't anyone
you can go to report an illegal act, however, this is something that the
press, or TECHSUNITE.ORG (or both, or as many folks/institutions you can
think of) may want to review since they are the ones who can raise the 'red
flag' for the rest of the beguiled in the U.S.
