This doesn't make sense, what's going on

Showdev says the device class does not exist.

SUPERMAC:>showdev bilbo
                  ^
There are no devices configured in device class "BILBO". (CIWARN 1585)

A file equate works, because it is defined in sysgen.

SUPERMAC:>file t;dev=bilbo

A wrong file equate fails (just to show what should have happened)

SUPERMAC:>file t;dev=foo
                     ^
Unknown device class. (CIERR 344)

SYSGEN says it's there.

SUPERMAC:>sysgen
S     io> lc bilbo
