We've smarten'd up since then.  We now allow those Canadians and Mexicans to
use the oil there to generate electricity which we import.  Right now we are
busy working on ways to outsource the demand for electricity (such as large
businesses, etc) so we won't even need to import as much of that.  We have such a
smart set of politicians!
