I believe that you may have missed the point. I and every other human on the
planet very well realize that there are technological ways to cover anyone's
tracks -- but the penalties just went up a few orders of magnitude. With
such
severe penalties, if you're caught, you're out of business (or in jail). By
imposing such stiff penalties, England and Australia are making their
territories
a much more risky place to conduct such business. If the rest of the
"civilized" world were to impose equally stiff fines, spammers would be
forced to
conduct their distasteful trade from places such as Yap and Yemen, where
their
assaults could be much better controlled.

It is a feel-good solution.  It will result in full employment for lawyers.
Unless other countries agree to enforce the law, all one needs to do is
go to Sweden, or Denmark, and send the stuff from there.

You or me though, if we accidently mispell an email address, we can
get nailed.
