If you have simply deleted them, then your security dept.
is asking you to prove a negative, impossible.

Although then it makes your task easier, it then only
becomes a logic problem that needs to be proved:

If the "deactivated" users have been simply deleted, then 
you only need to prove in your that your logon UDC
for Security/3000 is globally active and that there are 
no exceptions in your SECURCON.DATA.VESOFT file.
