It is but it cannot do anything that the operating system disallows any more
than any other language can override the OS.

PS: has anyone done any work at possibly porting PHP to MPE???? I think that
it shouldn't be all that difficult???? I'd love to do it but I've got a lot
of other work to do some of which might actually be paying me a little $ so
it has priority!
