As far as I recall, a rule of thumb is that files get a forced ACD when
they somehow don't fall under the classic MPE security matrix, for example
when they are in an HFS (sub)directory or when the file owner is someone
outside their current account location. LISTFILE,-3 or /bin/ls -l can shed
some light at times.
