This article was front page news a couple weeks ago: http://www.guardian.couk/guardianpolitics/story/0,3605,908301,00.html 
It also notes that ministers knew of Saddam actively gassing opponents. This, it would seem, was less important than earning some cash. The plant referred to was also cited by Colin Powell as a source of Iraqi chemical munitions.
