Patrick hit the nail on the head. This often results from a crash of the
OVDTCMGR PC. It is a very simple, though annoying, fix. We had the situation
where OVDTCMGR would hang periodically and we had to power cycle the box.
Often we would get the message about a corrupt alarm database. Erasing the
files as above provided the fix.
Of course, this does not excuse the fact that OVDTCMGR is still a piece of
junk that isn't being updated or adequately supported (note the Windows for
Workgroups 3.11 in the original post - the most "modern" OS it runs on is
Windows 95).
