This may be of some help:
1.      Configure the network services through NMMGR. Do not start the
services.
2.      Copy SERVSAMP.NET.SYS to SERVICES.NET.SYS
        2.1.    Verify that TELNET services are not commented (#).
        2.2.    Create the - :NEWLINK /etc/services, SEVICES.NET.SYS
3.      Copy PROTSAMP.NET.SYS to PROTOCOL.NET.SYS
        3.1.    Verify that TCP and UDP are set for 6 and 17 respectively.
        3.2.    Create the link - :NEWLINK  /etc/protocols, PROTOCOL.NET.SYS
4.      Copy INCNFSMP.NET.SYS to INETDCNF.NET.SYS
        4.1.    Verify that TELNET line is not commented (#).
        4.2.    Should read - telnet stream tcp nowait MANAGER.SYS internal
        4.3.    Create the link- :NEWLINK  /etc/inetd.conf, INETDCNF.NET.SYS
5.      Optional security file:
        5.1.    Copy INSECSMP.NET.SYS to INETDSEC.NET.SYS
        5.2.    Edit accordingly
        5.3.    Create the link - :NEWLINK  /usr/adm/inetd.sec,
INETDSEC.NET.SYS
6.      Start the services:
        6.1.    NETCONTROL START: NET=LAN1
        6.2.    NETCONTROL START: NET=LOOP
        6.3.    NSCONTROL START
7.      Start Listener (daemon) -       :STREAM JINETD.NET.SYS
8.      Stop the services:
        8.1.    NETCONTROL STOP
        8.2.    NSCONTROL STOP
9.      To stop Listener either:
        9.1.    Abort the job
        9.2.    Or issue the command- :INETD.NET.SYS -k
10.     Additional links
        10.1.   :NEWLINK  /etc/ping, ping.NET.SYS
