Hate to tell you this, but it's been dropping since Lyndon Jognson. Note that this includies a number of Republican and Democrat residents such as Nixon, Reagan, Bush I & II
as well as Bill Clinton..It's dropping because the American people are actively opposed to foreign aid.
Read your history people! (or you are doomed to repeat it)
