        I don't doubt that it takes a large national commitment to build ICBMs from
scratch.  However I think several individuals through out the world have
enough money to buy preprogrammed ready to launch mobile ICBM/IRBM  from those
nations that already have such weapons and need the money.  Keep in mind that
it was not that long ago a Soviet built diesel electric ocean going submarine
was for sell on eBay.  Also keep in mind that for terroristic use exact
targeting with specified denotation yield is not needed.
