I'd say Guy makes an interesting point. The Iraq-Kuwait issue was of greater
seriousness than the West surmised, as Saddam saw it as reclaiming land that
was originally part of Iraq.

It doesn't work in the sandbox either.  You stop a group of kids from
fighting over a limited amount of toys.  Divide up the sandbox and the toys,
and then leave.  How long do you think it would be before pandemonium breaks
out again.
If you said, "It's supper time."  You would see nothing but smiles and
backsides heading for the table.  The U.S. would rather play favorites and
sell the upper hand until there is no one left standing in the sand box.
Then we get all the toys.
