What exactly and for how many years must Germany give something in return?
I thought that Germany is a free democratic country without "big brother".
Maybe I can send an e-mail to the German chancellor that he knows too, what
is expected of him.

Of course the USA would never firmly state such things but how about
reading between the lines? and there are many lines.
http://www.cnn.com/2003/WORLD/africa/02/26/africa.iraq.ap/
What about all the money for turkey?
I send you earlier an article in the Chicago Sunday-Times but you said,
that it is a liberal paper that doesn't tell the truth.
What newspapers do tell the truth and what truth?
You even send an earlier mail saying, that african votes can always be
bought!!!
Ok, that's not withholding but the same in other terms/words.
