Actually, this is exactly the process I followed prior to attempting the
patch (stageman uninstall + init). The problem has been reported and is
3201577016. I will forward your comments.

In this particular case, LDEV1 is the entire MPEXL_SYSTEM_VOLUME_SET so
migration of anything off LDEV1 should not be an issue.

Since this is a test machine, I decided to do the obvious based upon the
error message, copy NL.PUB.SYS into the staging area and retry (the ITRC had
already confirmed that NL.PUB.SYS was not updated by the patch). This seems
to have fixed the problem, though I booted back to BASE after rudimentary
testing.

Thus, my WAG is that there is a defect in Patch/iX when it creates the
staging area (it claimed to be creating a new start PME) or, worse, in the
start-up code that processes staging areas.
