The answer is weapons of mass destruction are whatever the powers that be
say they are. The simple answer is what the "enemy" uses are weapons of mass
destruction. "We" the good guys, that never do anything wrong, that are
sweet, giving, charitable, that have G-d on our side do not use weapons of
mass destruction.
