You are right, telnet does not have headers... it does a bunch of
negotiation up front. I guess I got caught over-thinking this one...
I would expect the zero (0) data might be most concerning/confusing to
the firewall. As per RFC it the remote end must be able to respond to
old segments (-100), so I would hope that the firewall is not tripping
on that one.
