Well the users misled me just a little bit. The modification date & time
stamp was a minute _earlier_ than the access date & time stamp (the
presumed moment when the job was streamed. These files were FTP'd to
another system in order to keep job streams in sync.

The opens new questions: why 1) does FTP change the modification data of a
file that it gets and 2) why did this start today or yesterday. At first, I
thought that the may have been patches on this system, but this is not the
case.

Thanks to all those who struggled with my original, but poorly researched
question.
