Changed?
It's been required from time-to-time over the past 20 years. I remember
when Howard Smith (lab manager of 3000 lab circa 1983) got in trouble for
not doing this.
I always thought that the enforced distribution was HP's way of encouraging
good ... but poorly ranked ... people to move to other divisions in HP
(where they might be ranked higher), as well as a way to encourage bad
employees to leave.
