I have been asked to forward the following out to the user community.  In a
nutshell we are interested to see if anyone has found and uses  a tool to
mask specifically designated data.

"With the requirements for patient/member privacy, we wonder whether any
one has developed or obtained a utility to conceal/scramble patient/member
identifying data, both for internal use and for external use (for external
parties who do not have a legitimate need to see this data)? Short of a
utility, has any one developed a spec to delineate legitimate and non-
legitimate access to such data."
