Check the printer spooling.
If not working correctly and there are already any permanently running
job executing (EXEC in showjob), then this exactly what may happen.

Try:
SHOWDEV LP
STARTSPOOL LP
check jobs
OPENQ @
check jobs again

I have jobs that are in a "wait" state.  The jobfence
is at 2 and the inpri of the jobs are 8.
