As Peter Osborne mentioned, you can use OpenSSL on MPE/iX:

You can get the source code at
http://www.openssl.org

I use it with most of our clients.  I just email them a zip which contains a
compiled executable for Windows and instructions.  I can send you a copy if
you're interested.

If you really need PGP, though, there is an OpenPGP module for Perl.  It
depends on a lot of other modules, one of which, Math::Pari, is hard to
compile (or was when I did it).  Let me know if you need any help with it.
