Just to be clear: a license transfer, at least today, is when
you transfer ownership of an HP e3000 system from one entity to
another. The license transfer process does not include any kind
of upgrades (to CPU, or user limits, etc.) If that is desired it
is a separate transaction with HP. License transfers are free.
I believe that HP will consider it a license transfer if you turn
in your 3000 and want to use MPE on an emulator. User limits, CPUs,
etc. have not been defined, but HP and the emulator companies will
be reasonable here, I am sure. If you do not want to turn in your
3000 but you still want to run the emulator then you need a new MPE
license. This costs HP money and that cost will be passed on, at
least that is our current thinking.
