"It reminds me of a classic SNL episode that Ed Asner hosted. In one skit he
played a Nuclear Plant supervisor. He was going on his first vacation in 20
years and leaving his underlings in charge. His final words to the
underlings were, "Just remember this, you can't add too much water to a
nuclear reactor." Of course the reactor started to overheat and the
underlings debated whether that meant you could add as much water as
possible because no water would be too much, or if you had to be really
careful because adding too much water would cause problems...

The scene ended with Ed Asner on the beach with a view of a mushroom cloud.
He was sitting next to a woman. He got up and left, and said to the woman,
"just remember, you can't stare too long at a nuclear explosion.'"

I believe the point is made depending on the emphasis (CAN'T or TOO MUCH)
